This is one of the notable new contents in Circular 48/2019/TT-BCA, amending Circular 11/2016/TT-BCA on the procedures for issuance, exchange, and re-issuance of citizen identification cards.

To be specific, according to the provisions of Clause 1, Article 5 Circular 11/2016/TT-BCA on the procedures for issuance, replacement, reissuance of citizen identification cards, after receiving the application for issuance, replacement, reissuance of citizen identification cards, the responsible officer shall collect personal information, collect the Identification Card, cut the corner and return it to the citizen (if any); collect the Citizen Identification Card in case of card replacement.
However, from December 1, 2019, the issuance and replacement of citizen identification cards will be changed as follows:
“1. Collect the Identification Card, cut the corner, complete the dossier in accordance with the regulations and return it to the citizen for those cases where citizens register to receive the Citizen Identification Card by delivery to the requested address.
For Identification Cards that are damaged, peeled off, or unclear, collect and destroy those Identification Cards and complete the dossier as per regulations. "
Thus, from December 1, 2019, damaged, peeled off, or unclear Identification Cards will be collected and destroyed, which is a new point compared to the regulations in Circular 11.
Additionally, according to this Circular, from December 1, 2019, citizens can declare online when applying for a replacement identification card. When receiving citizens to handle the procedures for issuance, replacement, reissuance of citizen identification cards, the officer will request individuals to fill out the citizen identification form as per the template (if not declaring online). If the citizen has already declared information on the online public service portal, the officer will print this declaration for verification, signature, and name detailing.
The officer will verify the information on the citizen identification form with the details in the documents presented by the citizen. If the declared information is conformable, the officer will compile the dossier and proceed with the issuance or replacement.
