Classification of skill levels of national defense workers in Vietnam

According to Decree 83/2016, the skill qualification framework of national defense workers working in fields corresponding to civilian business lines is implemented according to the national skill qualification framework regulations.

For the skill qualification framework of national defense workers working in specialized military business lines, the specific regulations are as follows:

Level 1:

- Perform simple tasks, repetitive tasks in fixed situations;

- Basic knowledge of the profession and understanding of professional activities within a narrow scope in specific fields; the ability to apply knowledge and understanding to complete tasks as instructed;

- Ability to receive, record, and convey information as required, and participate in team or group work; partly responsible for work results and products produced.

Level 2:

- Perform regular tasks;

- Basic knowledge of the profession and understanding of professional activities within a wide scope in specific fields; ability to apply knowledge and understanding to resolve some common technical problems and some complex requirements under guidance when performing tasks;

- Ability to consider, judge, and explain information; ability to work autonomously in a team or group; fundamentally responsible for work results and products produced.

Level 3:

- Perform regular tasks and some complex tasks in certain situations;

- Professional knowledge, basic knowledge of principles, theories, and understanding of professional activities within specific fields; apply knowledge and understanding to provide solutions to resolve and handle some complex technical issues when performing tasks;

- Ability to recognize, analyze, and evaluate information from various sources; ability to work independently in some cases when performing tasks; mainly responsible for work results and products produced.

Level 4:

- Basically perform complex tasks, tasks with multiple choices in different situations;

- Professional knowledge, knowledge of principles, theories, and a wide understanding of professional activities within assigned fields; apply knowledge and understanding to provide solutions to resolve and handle some complex technical issues and some management requirements when performing tasks;

- Ability to recognize, analyze, and evaluate information from various sources; ability to work independently and guide others in the team or group when performing tasks; responsible for work results and products produced for quality according to regulated standards and partly responsible for work results and products of others in the team or group.

Level 5:

- Perform most complex tasks, tasks with multiple choices in various situations;

- Deep professional knowledge, extensive knowledge of principles, theories, and a deep, wide understanding of professional activities within assigned fields; skilled in analyzing, considering, diagnosing modules or systems to provide solutions to resolve complex technical issues and management requirements within a narrow range when performing tasks;

- Ability to analyze and evaluate information from various sources and use the analysis and evaluation results to provide opinions and recommendations for management and research purposes; autonomy, ability to work independently; ability to manage and lead teams, perform assigned tasks; responsible for work results and products produced regarding quality and responsible for work results and products of others in the team or group.

Level 6:

- Perform complex tasks, tasks with multiple choices in all situations;

- Deep professional knowledge, extensive knowledge of principles, theories, and a deep, wide understanding of professional activities within assigned fields and understanding in some other fields; skilled in analyzing, considering, diagnosing, and designing modules or systems to provide solutions to resolve complex technical issues and management requirements within a certain scope when performing tasks;

- Ability to analyze, evaluate information and generalize to provide viewpoints, practical initiatives; work independently and autonomously; ability to manage and lead teams during task implementation; responsible for work results and products produced regarding quality and responsible for work results and products produced by others in the team or group.

Level 7:

- Perform all complex tasks in all situations;

- Deep professional knowledge, extensive knowledge of principles, theories, and a deep, wide understanding of professional activities within assigned fields and broad understanding in some other fields; skilled in analyzing, considering, diagnosing, and designing overall modules or systems to provide solutions to resolve complex technical issues and all management requirements within a broad scope when performing tasks;

- Ability to analyze, evaluate information and generalize to provide practical viewpoints, effective initiatives; work independently and highly autonomously; ability to manage and lead teams during task implementation; responsible for work results and products produced regarding quality and responsible for work results and products produced by the team or group ensuring technical specifications and regulated standards.

Decree 83/2016/ND-CP comes into effect from July 1, 2016.
