This is a primary content specified in Circular No. 23/2018/TT-BGTVT of the Ministry of Transport of Vietnam on handling railway incidents and accidents, analysis and report of railway incidents and accidents, which was issued on May 04, 2018.
According to Circular No. 23/2018/TT-BGTVT of the Ministry of Transport of Vietnam, classification of railway incidents and accidents is specified as follows:
1. Classification by reasons
A railway incident/accident may takes place due to subjective and objective causes:
- Subjective causes refer to violations committed by entities of railway business enterprises against railway transport laws and regulations.
- Objective causes refer to force majeure events (natural disasters, hostility) or other causes not set out above.
2. Classification by accident severity scale
- Moderate railway accident refers to an accident that involves 1 to 5 injured persons or damaged property worth from VND 20 million to under VND 100 million.
- Serious railway accident refers to an accident that involves 1 dead person or from 6 to 8 injured persons or damaged property worth from VND 100 million to under VND 500 million.
- Severe railway accident refers to an accident that involves 2 dead persons or from 9 to 10 injured persons or damaged property worth from VND 500 million to under VND 1.5 billion.
- Critical railway accident refers to an accident with 3 dead persons or at least 11 injured persons or damaged property worth at least VND 1.5 billion.
