Classification of Internet Websites and Portals in the Military

Recently, the Ministry of National Defense officially approved Circular 110/2014/TT-BQPissuing the Regulation on management, provision and use of Internet services in the People's Army of Vietnam.

Currently, an electronic information page is a page or a collection of pages on an online environment serving the purpose of providing and exchanging information. An electronic information portal is the sole access point of an agency or unit in the online environment, linking, integrating various information channels, services, and applications through which users can exploit, use, and personalize the display of information.

****** Circular 110/2014/TT-BQP stipulates the classification of electronic information websites and portals as follows:

- Electronic newspapers in the form of electronic information websites and portals.- General electronic information websites and portals are those managed by agencies, organizations, and enterprises that provide aggregated information based on direct quotes, accurately citing official information sources, and clearly indicating the author's name or the agency of the official information source, as well as the time the information was posted or broadcasted.- Ordinary electronic information websites and portals are those managed by agencies and units to provide information on functions, authority, tasks, organizational structure, services, products, occupations, and other information serving the activities of the very agencies or units and do not provide aggregated information.- Personal electronic information pages are those set up by individuals or through the use of social networking services to provide and exchange personal information, not representing any agency, unit, or other individuals, and do not provide aggregated information.- Specialized application electronic information websites and portals are those managed by agencies and units providing application services in fields such as telecommunications, information technology, broadcasting, television, commerce, finance, banking, culture, health, education, and other specialized fields, and do not provide aggregated information.
