This content is stipulated in Circular 86/2016/TT-BQP issued by the Ministry of National Defense on June 20, 2016.
The decentralization of organizing Funerals for military personnel with the rank of colonel and below is regulated by Circular 86 as follows:
- The unit under the Central Military Commission presides over organizing Funerals for military personnel who sacrifice or pass away while holding command positions in units under the Ministry of Defense, not under high-ranking funerals.- Division-level units, Provincial Military Commands, Border Guard Commands, Naval Region Commands, Coast Guard Region Commands, departments, bureaus, institutes, and equivalent units preside over organizing Funerals for military personnel who sacrifice or pass away in the rank of Colonel or for officers holding current or former command positions at their level.- Brigades, regiments, District Military Commands, and equivalent units preside over organizing Funerals for military personnel who sacrifice or pass away while holding the rank of Lieutenant Colonel or holding command positions in brigades, regiments, District Military Commands, and equivalent; they also preside over or review and decide on the decentralization of organizing Funerals for remaining salaried military personnel.- Battalions and equivalent units preside over organizing Funerals for non-commissioned officers and soldiers.
