Classification of Difficulties in Cadastral Mapping

The Ministry of Natural Resources and Environment issued Circular 14/2017/TT-BTNMT on July 20, 2017, stipulating specific regulations on the classification of difficulties in cadastral mapping.

Circular 14 specifies the classification of difficulties in cadastral mapping as follows:

- KK1: Plains area, few trees; low, barren hills, midland regions; convenient transportation.- KK2: Plains area with many trees; sparsely wooded hills in midland regions; relatively convenient transportation.- KK3: Hilly areas with an average height compared to the surrounding flat area from 50m to 200m, swampy areas, densely populated plains with many canals; inconvenient transportation.- KK4: Mountainous areas with an average height compared to the surrounding flat area from 200m to 800m, tidal, swampy, deep swamp areas, large cities, densely populated, requiring night surveying, many alleys, dead ends; difficult transportation.- KK5: Island areas, border regions, and mountainous areas with an average height compared to the surrounding flat area above 800m, very difficult transportation.

Circular 14 also defines the area scope for classifying difficulties based on the boundary of the area planned for cadastral mapping or determined according to the scope of each topographic map used to design the cadastral grid diagram.
