This is one of the prominent contents stipulated in Circular 06/2018/TT-BCA on the regulations of commendation standards in the execution of prison sentences and the classification of prison sentence execution for inmates.
Specifically, according to the provisions of Article 17 of Circular 06/2018/TT-BCA, the regulations on the classification of compliance with prison sentences in cases of meritorious service are as follows:
- Inmates who render meritorious service by rescuing people or properties valued at VND 10,000,000 or more during natural disasters, fires, or accidents; or by reporting information leading to the prevention of sabotage or escape attempts at prisons, temporary detention centers, or the district-level criminal enforcement agencies, or assist in the capture of escapees, prevent acts of sabotage by others, prevent new crimes committed by inmates during their imprisonment, or assist investigative agencies in discovering crimes, and whose actions are confirmed in writing and rewarded by the Warden of the prison, the Warden of the temporary detention center, the Head of the district-level criminal enforcement agency, or the Head of the investigative agency, will have their classification for that year adjusted up one level.
- Inmates who rescue individuals in dangerous situations or safeguard properties valued at VND 30,000,000 or more; or perform significant or multiple meritorious acts will have their classification for that year raised by two levels. If classified as "fair" for that year, their classification will be raised to "good."
- Inmates who perform meritorious acts as mentioned above, if already classified as "good" for that year, will have the meritorious act considered for classification in the following year. If, after performing the meritorious act, the inmate is disciplined or commits a new crime, their classification will not be elevated.
