Clarification of salary and allowances for preschool teachers in Vietnam in 2019

This is the main content mentioned in Official Dispatch No. 223/NGCBQLGD-CSNGCB regarding the clarification of salary and allowances for preschool teachers issued by the Department of Teachers and Education Managers under the Ministry of Education and Training of Vietnam on February 21, 2019.

According to Official Dispatch No. 223/NGCBQLGD-CSNGCB of the Department of Teachers and Education Managers, the preferential allowance policy for teachers directly teaching at public educational institutions is regulated in Decision No. 244/2005/QD-TTg of the Prime Minister of Vietnam and Joint Circular No. 01/2006/TTLT-BGD&DT-BNV-BTC. The periods that are not eligible for preferential allowances include:

- The period of overseas business trips, work, and study that the teacher receives 40% of the salary as specified in Clause 4 Article 8 of Decree No. 204/2004/ND-CP of Vietnam’s Government;

- The period of domestic business trips or study that the teacher does not teach for more than 03 months;

- The period of personal leave without salary for 1 month or more;

- The period of sick leave, maternity leave exceeding the prescribed time limit according to the current social insurance regulations;

- The period of suspension from teaching.

For teachers who exceed the prescribed time limit (6 months) for sick leave or maternity leave according to the current Social Insurance Regulations, they are not eligible for preferential allowances. However, during the maternity leave period (6 months), these teachers are entitled to benefits according to the Law on Social Insurance 2014 of Vietnam and Circular No. 59/2015/TT-BLDTBXH.

Salary: Implemented according to regulations of Decree No. 204/2004/ND-CP and its guiding documents as well as regulations of law on labor. According to these regulations, teachers and educational management personnel are entitled to receive salary and allowances (if any) for 12 months/year according to the current regulations (except for periods of unpaid leave).

Preferential allowance: To be eligible for preferential allowances, teachers must directly teach, while management personnel (principal/vice principal) must teach the required number of lessons as stipulated. This allowance is granted for 12 months/year (including 02 months of summer). If during the academic year, a teacher does not participate in teaching or management personnel (principal/vice principal) do not teach the required number of lessons as stipulated, they will not be entitled to preferential allowances for that academic year (including the 02-month summer break).
