On October 3, 2023, the Ministry of Construction issued Circular 08/2023/TT-BXD on the list and period of time for changing working positions for civil servants who do not hold leadership or management positions and officials who directly contact and handle work in the construction field.

Circular 08/2023/TT-BXD stipulates that the period for periodically changing positions for civil servants and public employees in the construction field is 3 to 5 years. The time to calculate the time limit for changing work positions is the time the competent authority issues documents on mobilization, assignment, and assignment of tasks to civil servants and public employees.

The list of positions in agencies and units under the Ministry of Construction that must be periodically converted includes:

- Licensing in the construction sector:

+ Check and evaluate applications for construction practice certificates; convert construction practice certificates of foreign individuals or Vietnamese residing abroad;

+ Check and evaluate dossiers requesting the issuance of practicing certificates and construction activity capacity certificates;

+ Check and evaluate dossiers requesting recognition of socio-professional organizations as qualified to issue practice certificates and construction activity capacity certificates;

+ Check and evaluate dossiers requesting recognition of socio-professional organizations for architectural practice, research facilities,
Architectural training establishments qualified to conduct tests to grant architectural practice certificates;

+ Check and evaluate application dossiers for the issuance of certificates of registration for testing activities under the state management of the Ministry of Construction;

+ Check and evaluate application dossiers for the issuance of certificates of registration for certification activities under the state management scope of the Ministry of Construction;

+ Check dossiers requesting appointment, dismissal, and issuance of construction judicial appraiser cards;

+ Check and evaluate application dossiers for the issuance of certificates of eligibility for technical inspections of occupational safety for organizations performing inspections of machines, equipment, and materials with strict requirements on labor safety used in construction;

+ Check and evaluate application documents for inspector certificates for individuals performing inspections of machines, equipment, and materials with strict requirements on labor safety used in construction.

- Appraise construction projects:

+ Appraise construction investment feasibility study reports; adjust construction investment feasibility study reports;

+ Appraise and evaluate adjustments to construction designs implemented after the basic design.

- Construction planning management:

+ Appraisal of tasks and tasks to adjust construction planning;

+ Appraisal of projects and construction planning adjustment projects.

- Manage and monitor the quality of construction projects:

+ Check the acceptance of construction works;

+ Check and evaluate dossiers requesting comments on construction safety assessment results; give opinions on projects that have expired but need to be used again.
