Civil Aviation Authority of Vietnam reports emission data before August 31

This is a notable content in Circular 22/2020/TT-BGTVT of the Ministry of Transport regulating the management of fuel use and CO2 emissions from aircraft in civil aviation operation, issued on September 28, 2020.

To be specific, Article 12 of Circular 22/2020/TT-BGTVT stipulates that the Civil Aviation Authority of Vietnam performs the functions and duties of the aviation authority according to the regulations of Decree 66/2015/ND-CP of the Government of Vietnam, and is responsible for organizing, implementing, and managing fuel consumption and CO2 emissions from aircraft in civil aviation activities, including the following:

- Notify and update the list of organizations verifying emission reports in Vietnam for the ICAO CORSIA Central Registry; monitor the CO2 emission coefficients published by ICAO and update them on the website of the Civil Aviation Authority of Vietnam to facilitate aircraft operators in referring and applying them.

- Compile and report to the Ministry of Transport on fuel consumption and CO2 emissions data of international and domestic flights according to the regulations of Circular 48/2017/TT-BGTVT dated December 13, 2017, of the Ministry of Transport, which stipulates the statistical indicator system and statistical reporting policies of the transport sector.

- Compile and notify ICAO of the information of aircraft operators with Vietnamese nationality on international flights; report emission data by country pairs and total CO2 emissions from international flights before August 31 each year.

- Organize the construction, management, operation, and use of a fuel consumption and CO2 emissions database from aircraft with Vietnamese nationality to meet the management, operation, use, and reporting requirements of the state management of civil aviation.

- Review the fuel monitoring plan of aircraft operators according to the guidelines of Annex 16 Volume IV.

- Review public disclosure or confidentiality of information at the request of aircraft operators and notify ICAO of the data that needs to be kept confidential.
