Recently, the Minister of Public Security signed and promulgated Circular 19/2020/TT-BCA stipulating the implementation of democracy in the management of immigration by the People's Public Security.
At Article 10 in Circular 19/2020/TT-BCA, it is stipulated that in immigration management, agencies, organizations, and individuals requesting or related to the resolution of immigration procedures have the right to “Make opinions, recommendations, complaints, or denunciations regarding the procedures, methods of handling work; the attitude, behavior of officers, soldiers, or other issues related to immigration procedures according to the regulations.”

Additionally, agencies, organizations, and individuals have the right to request officers and soldiers to provide guidance and answer questions regarding immigration procedures; request to meet the head of the unit handling immigration management if they still have questions or suggestions after the functional department has addressed their issues concerning immigration management.
In addition to these rights, agencies, organizations, and individuals requesting or related to the resolution of immigration procedures have the following responsibilities:
- Strictly comply with the provisions of law and the Ministry of Public Security regarding immigration; following work regulations, instructions of officers, soldiers; fully implement regulations on resolving immigration procedures; fully provide and be responsible for the legality and accuracy of documents in the dossier and other related documents; pay full fees, charges (if any) as prescribed;
- Behave in a civilized and polite manner; respect the honor and dignity of officers and soldiers during the implementation of immigration procedures;
- Be responsible before the law for the content of opinions, recommendations, complaints, and denunciations; honestly present the facts, provide all related evidence, information, and documents to the unit handling immigration management.
