On December 31, 2014, the Ministry of Transport officially approved Circular 88/2014/TT-BGTVT, guiding the implementation of certain provisions of the Agreement and the Protocol for implementing the Agreement on facilitating cross-border road motor vehicle traffic between the Government of the Socialist Republic of Vietnam and the Government of the Lao People's Democratic Republic.
To be specific, any business or cooperative that meets the current regulations on automobile transportation can register to operate passenger transport on fixed routes between Vietnam and Laos. Article 17 of Circular 88/2014/TT-BGTVT stipulates the application dossier for route operation as follows:

- Fixed-route passenger transport operation registration form between Vietnam and Laos according to the template specified in Appendix 9 of this Circular;- Certified copy or copy along with the original for comparison of the Vehicle Registration Certificate and the vehicle lease contract with financial leasing or asset leasing organizations/individuals, or vehicle lease contract between members and cooperatives if the vehicle is not owned by the transport business entity;- Certified copy or copy along with the original for comparison of the Vietnam-Laos international road transport license;- Plan for the fixed-route passenger transport operation by automobile between Vietnam and Laos according to the template specified in Appendix 10 of this Circular;- Survey route minutes and partnership contract for new proposed routes, or partnership contract for existing routes between the business/cooperative and its Laotian partner.
Fixed-route passenger transport routes between Vietnam and Laos must start and end (on Vietnamese territory) at bus stations of type 01 to type 04, or type 05 bus stations located in poor districts as prescribed by the Government of Vietnam. The fixed-route passenger transport operator between Vietnam and Laos must register and maintain the service quality standards for passenger transport as stipulated. Currently, the management authority for fixed-route passenger transport between Vietnam and Laos is the Directorate for Roads of Vietnam.
