Circular 81/2017/TT-BTC: Basic Contents

On August 9, 2017, the Minister of Finance issued Circular No. 81/2017/TT-BTC stipulating policies on remuneration for those who read, listen to, or watch to check the legal deposit of the press.

The Circular prescribes remuneration policies; the estimation, management, and settlement of funds for paying remuneration policies for those who read, listen to, and view to inspect archived journalistic works as stipulated in Clauses 1 and 2, Article 52 of the Press Law, and journalistic works that have been inspected and archived must be appraised in content as guided by the Ministry of Information and Communications.

Subjects of application:

- The Press Department, the Department of Broadcasting, Television and Electronic Information under the Ministry of Information and Communications; the Departments of Information and Communications of the provinces and centrally run cities (hereinafter referred to as the Departments of Information and Communications).

- Those who read, listen to, and view to inspect archived journalistic works, appraise the content of archived journalistic works, including:

a) Officials assigned the regular task of reading, listening to, and viewing archived journalistic works of the Press Department, the Department of Broadcasting, Television and Electronic Information under the Ministry of Information and Communications;

b) Officials assigned the regular task of reading, listening to, and viewing archived journalistic works under the Departments of Information and Communications;

c) Collaborators: Persons contracted by the Press Department, the Department of Broadcasting, Television and Electronic Information, the Departments of Information and Communications to read, listen to, and view to inspect archived journalistic works;

d) Members of the Council for Appraisal of Content of Archived Journalistic Works established by competent authorities...

Circular 81/2017/TT-BTC takes effect from October 1, 2017.
