- Regarding law-making activities:

- Take the lead, cooperate with relevant agencies and units to assist the heads of agencies in coordinating with the Department of Justice to draft the annual program of drafting legal normative documents of the provincial People's Council and People's Committee related to state management of military and defense affairs in localities.- Assist the heads of agencies to lead or participate in drafting legal normative documents related to state management of military and defense affairs in localities as assigned by the provincial People's Council and People's Committee.- Take the lead, cooperate with relevant units to help the heads of agencies provide opinions on draft documents related to state management of military and defense affairs in localities that are sent for consultation.

- Assist the heads of agencies to lead or cooperate with relevant units to review and systematize legal normative documents related to state management of military and defense affairs in localities; propose solutions for conflicting, overlapping, illegal, or outdated regulations.

- Take the lead in helping the heads of agencies to cooperate with relevant agencies and units to monitor the enforcement of laws and inspect and handle legal normative documents on military and defense affairs in localities as prescribed.

- Take the lead, cooperate with relevant agencies and units to organize the dissemination and education of laws on military and defense affairs in localities.
