This content is stipulated in Circular 74/2013/TT-BTC of the Ministry of Finance regarding the costs and implementation for the provision, settlement of the state budget serving the State Funeral, State-Level Funeral, and High-Level Funeral.
According to Circular 74/2013/TT-BTC, the maximum expenses and spending levels from the state budget for a National Funeral is VND 800 million to cover the following items:

First: Fixed expenses: Maximum VND 295 million
- Purchase of coffin: Maximum VND 50 million- Making home altar: Maximum VND 50 million- Building the tomb shell (including building the tomb shell, stone cladding): Maximum VND 80 million- Making the altar, decorating at funeral venues: Maximum VND 80 million- Purchase of altar cloth, making National flag to cover the coffin: Maximum VND 15 million- Purchase of shroud fabric, shroud items, mourning bands: Maximum VND 20 million
Second: Expenses as considered and decided by the Organizing Committee: Maximum VND 505 million
- Making 06 representative wreaths, 30 rotating wreaths- Renting vehicles for funeral service- Renting canopies, sun and rainshades- Renting ornamental plants, carpets- Meals and accommodations for local guests and relatives attending the funeral- Video recording, photography, and broadcasting- Funeral service: electricity, water, and service allowances- Guarding the grave during the first 10 days- Other arising expenses (if any)
