Recently, the Ministry of Public Security has issued Circular 66/2011/TT-BCA stipulating the formulation, promulgation, inspection, and handling of legislative documents in the People's Public Security in Vietnam.

In Article 12 of Circular 66/2011/TT-BCA, the proposal for law construction, ordinance on the field of security and order protection is prepared by the Ministry of Public Security of Vietnam, reported to the Government of Vietnam and submitted to the Standing Committee of the National Assembly to be included in the annual or whole term program for law, ordinance construction of the National Assembly, implemented according to the provisions of Section 1, Chapter I of Decree 24/2009/ND-CP and the following specific provisions:
Based on the assigned tasks, the units prepare dossiers proposing the construction of laws, ordinances, and send them to the Legal Department for compilation. Dossiers for law, ordinance construction for the term of the National Assembly should be sent to the Legal Department no later than February 1 of the first year of the National Assembly term; for annual law, ordinance construction dossiers, they should be sent to the Legal Department no later than October 1 of the year preceding the year intended to be submitted to the National Assembly, Standing Committee of the National Assembly.
The unit proposing the construction of laws, ordinances is responsible for posting the explanatory notes and preliminary impact assessment reports on the Ministry's electronic portal for at least 20 (twenty) days for agencies, organizations, and individuals to provide feedback (except for laws, ordinances containing state secrets).
The Legal Department compiles the dossiers proposing law, ordinance construction from the units, drafts the proposal of the Ministry of Public Security of Vietnam, and submits it to the Ministry's leaders for sending opinions to the Ministry of Finance and the Ministry of Interior; cooperates with the unit proposing the law, ordinance construction to complete the dossier according to regulations to submit to the Minister.
Based on the dossiers submitted by the Legal Department, the Minister approves and signs the proposal document of the Ministry of Public Security of Vietnam regarding law, ordinance construction, and sends it to the Ministry of Justice for compilation to submit to the Government of Vietnam no later than March 1 of the first year of the National Assembly term (for law, ordinance construction dossiers for the National Assembly term); no later than November 15 of the year preceding the year intended to be submitted to the National Assembly, Standing Committee of the National Assembly (for annual law, ordinance construction dossiers).
