Circular 65: 04 Circumstances Counted Towards the Consideration of Regular Salary Increases

Here is the prominent content stipulated in Circular 65/2014/TT-BQP providing guidance on the implementation of policies for regular salary raises and early salary raises for professional military personnel and public defense employees receiving salaries from the state budget under the Ministry of National Defense.

04 cases that count towards the time for regular salary increase consideration include:

- The period of work leave with full salary payment according to legal regulations;- The period of maternity leave with policies according to the social insurance law;- The period of sickness, labor accident, occupational disease leave receiving social insurance benefits accumulating up to 6 months (during the salary grade period) as prescribed by the social insurance law;- The period of being assigned by a competent authority for study, internship, or business trip domestically or abroad but still on the payroll list of the agency or unit.

In addition, Circular 65/2014/TT-BQP also stipulates the period not counted for regular salary increase consideration, as specified below:

- The period of unpaid personal leave;- The period of study, internship, or business trip domestically or abroad exceeding the time limit decided by the competent authority;- The period of suspension from work, temporary detention, temporary arrest, and the period of work stoppage outside the provisions of Point b Clause 1 Article 2 of Circular 65.
