Circular 57/2015/TT-BGTVT to announce the waters of the seaports under the jurisdiction of Ba Ria - Vung Tau province and the management area of the Vung Tau Maritime Administration, issued by the Minister of Transport on October 19, 2015.

Circular 57/2015/TT-BGTVT stipulates that the Vung Tau Maritime Administration must undertake the following responsibilities:
- Execute duties and exercise powers as prescribed by the Vietnam Maritime Code and relevant laws in relation to maritime activities in the waters of seaports under the jurisdiction of Ba Ria - Vung Tau province.
- Based on the actual conditions of meteorology, hydrology, draft, tonnage of vessels, and nature of goods, designate specific positions for vessels to pick up and drop off pilots, quarantine, anchor, transship and avoid storms within the waters as prescribed, ensuring maritime safety, maritime security, and environmental pollution prevention.
In addition, the Circular also stipulates the responsibility of coordination in management among the Vung Tau Maritime Administration and the Maritime Administrations of Ho Chi Minh City, Dong Nai, My Tho, Dong Thap, and Binh Thuan as follows:
- Vung Tau Maritime Administration has responsibilities: Based on the actual meteorological, hydrological conditions, nature of goods, draft, and tonnage of vessels entering and leaving seaports managed by the Maritime Administrations of Ho Chi Minh City, Dong Nai, My Tho, Dong Thap, and Binh Thuan, designate specific positions for vessels to pick up and drop off pilots, quarantine, anchor, and avoid storms within the waters of seaports under the jurisdiction of Ba Ria - Vung Tau province as specified in Article 3 of this Circular, ensuring maritime safety, maritime security, and environmental pollution prevention, and notify the relevant Maritime Administration at least 1 hour before the vessel arrives at the pilot disembarkation area.
- The Maritime Administrations of Ho Chi Minh City, Dong Nai, My Tho, Dong Thap, and Binh Thuan have responsibilities:
- Notify the Vung Tau Maritime Administration of the name, nationality, main technical parameters, and other necessary information of the vessel at least 2 hours before the vessel arrives at the Vung Tau pilot disembarkation area.- Notify the Vung Tau Maritime Administration of the movement of the vessel from the position designated by the Vung Tau Maritime Administration to the waters of the seaport under its management at least 1 hour before the vessel leaves the position.- Perform procedures for vessels entering and leaving the port as prescribed for vessels arriving at the waters of the seaport managed by that Maritime Administration.- Coordinate with Vung Tau Maritime Administration to handle any issues arising with vessels entering and leaving seaports under the jurisdiction of Ho Chi Minh City and the provinces of Dong Nai, Binh Duong, Tien Giang, Vinh Long, Ben Tre, Long An, Dong Thap, and Binh Thuan when vessels operate in the waters of seaports under the jurisdiction of Ba Ria - Vung Tau province.
