On May 13, 2020, the Ministry of National Defense issued Circular 57/2020/TT-BQP guiding the emulation and commendation work regarding Militia and Self-Defense Forces.
The ratio for awarding the emulation titles for the Militia and Self-Defense Forces is stipulated in Article 10 of Circular 57/2020/TT-BQP, specifically:

- Title "National Emulation Soldier": No specified ratio.- Title "All-Army Emulation Soldier": No specified ratio.- Title "Base Emulation Soldier": Awarded up to 5% of the total number of individuals holding militia and self-defense command positions, regular militia soldiers, and mobile self-defense militia.- Title "Advanced Soldier": Awarded up to 10% of the total number of individuals holding militia and self-defense command positions, regular militia soldiers, and mobile self-defense militia.- Title "Decisive Victory Unit": Awarded up to 5% of the total number of grassroots military command committees, military command committees of agencies, organizations, regular militia units, and mobile self-defense militia.- Title "Advanced Unit": Awarded up to 10% of the total number of grassroots military command committees, military command committees of agencies, organizations, regular militia units, and mobile self-defense militia.
Additionally, the Circular specifies the following emulation titles for the Militia and Self-Defense Forces for individuals:
- Title "National Emulation Soldier";- Title "All-Army Emulation Soldier";- Title "Base Emulation Soldier";- Title "Advanced Soldier".
For collectives:- Title "Decisive Victory Unit";- Title "Advanced Unit".
