Circular 52: Requirements for Packaging, Containers, and Enclosures for Dangerous Goods

Recently, the Minister of Natural Resources and Environment signed and issued Circular 52/2013/TT-BTNMT regulating the transportation of dangerous goods which are hazardous substances and infectious substances.

According to the provisions of Circular 52/2013/TT-BTNMT, the packaging, containers, and receptacles for dangerous goods must meet the following requirements:

- The packaging of dangerous goods and the use of materials for making packaging, containers for dangerous goods must comply with the regulations of the national standard TCVN 5507:2002 - Dangerous Chemicals - Safety Regulations in Production, Business, Usage, Storage, and Transportation and correspond with the respective technical requirements and standards for that type of goods (if any);- Packaging, containers for dangerous goods must be sturdy enough to withstand impact and collisions during transportation, transfer, loading, unloading; must be corrosion-resistant, not rust, non-reactive with the content inside; must be waterproof, tight, and secure to ensure no leakage during normal transportation conditions and to minimize the leakage of dangerous goods into the environment in case of accidents;- If an organization or individual uses packaging, containers to self-package dangerous goods, they must conduct testing and be responsible for the testing results of the packaging, containers before use to avoid dropping or leakage during transportation;- The packaging and containers for dangerous goods after use must be separately stored in accordance with the regulations of the national standard TCVN 5507:2002 - Dangerous Chemicals - Safety Regulations in Production, Business, Usage, Storage, and Transportation;- If reusing packaging, containers for dangerous goods, they must be cleaned, ensuring tightness and not affecting the new goods or causing environmental pollution; if not reused or discarded, the packaging, containers for dangerous goods must comply with the provisions of Circular 12/2011/TT-BTNMT.
