On September 9, 2014, the Ministry of Natural Resources and Environment issued Circular 52/2014/TT-BTNMT on the classification of reserves and the grading of natural mineral water and natural hot water resources in Vietnam.

Circular 52/2014/TT-BTNMT stipulates the requirements for geological and hydrogeological assessment, water quality assessment, and assessment of estimated resources for C2-class estimated resources in Vietnam. To be specific:
- Preliminary estimate of the hydraulic relationship between mineral water, natural hot water and water in other layers and surface water;
- The sources forming the water are preliminarily evaluated based on geological and hydrogeological survey materials, or similarly to the previously explored mines.
Water quality must be sampled and analyzed preliminarily for all indicators of chemical, physical, biological, and radioactive components, and must be determined by samples taken at individual points of the aquifer, or similarly to the areas already explored and evaluated in the same aquifer.
- Estimated resources are calculated and determined within favorable water-bearing structures and rock complexes that have been surveyed;
- C2-class estimated resources are determined by the actual discharge of single boreholes or the total discharge of a group of short-term pumped boreholes under stable dynamic conditions, corresponding to all mine groups by complexity level as follows: Extrapolation within the range of twice (02) or three times (03) the actual discharge corresponding to mine groups I and II at test boreholes; Calculated discharge of proposed boreholes in areas adjacent to areas with existing water exploitation projects or explored for mine group I;
- C2-class estimated resources by the actual discharge of exploratory boreholes that do not meet the conditions for C1-grade;
- C2-class estimated resources by the minimum natural discharge of water exposure points determined by non-periodic measurement.
Details can be found in Circular 52/2014/TT-BTNMT which comes into effect in Vietnam from October 27, 2014.
