On December 22, 2014, the Ministry of Health issued Circular 49/2014/TT-BYT stipulating the list of essential medical equipment for Provincial and Central-level Medical Examination Centers.
Circular 49: Responsibilities of the Department of Health and Provincial Medical Examination Center (Illustration)
Circular 49/2014/TT-BYT specifically stipulates the responsibilities of the Department of Health and the Provincial Medical Examination Center of centrally-affiliated cities as follows:
The Department of Health is responsible for:
- Coordinating with relevant agencies and organizations to disseminate and guide the implementation of this Circular;- Ensuring and submitting to the competent state management authority the arrangement of medical equipment for the Provincial Medical Examination Center in accordance with current laws;- Guiding the Provincial Medical Examination Center to sign collaboration contracts for using medical equipment with healthcare facilities in the area;- Directing, guiding, inspecting, and supervising the implementation of the regulations of this Circular within its jurisdiction;- Reporting to the Ministry of Health on the investment and use of medical equipment at the Provincial Medical Examination Center.
The Provincial Medical Examination Center is responsible for:
- Developing a suitable list of medical equipment to be used at the facility and submitting it to the competent state authority for approval to meet professional activities;- Managing and using medical equipment rationally, economically, and efficiently;- Arranging human resources, training the professional staff to ensure the effective exploitation and use of medical equipment;- Annually reporting to the Department of Health on the status and results of using medical equipment at the Center to provide a basis for evaluating the effectiveness of investment.
