Recently, the Ministry of Industry and Trade of Vietnam issued Circular 46/2014/TT-BCT on the activities of developing and applying national standards and national technical regulations by the Ministry of Industry and Trade.
Circular 46: Regulations on the Plan for Annual National Technical Standards Development in Vietnam (Illustrative Image)
Article 6 of Circular 46/2014/TT-BCT provides detailed regulations on the annual national standards development plan by the Ministry of Industry and Trade. The annual national technical standards development plan by the Ministry of Industry and Trade (the national technical standards development plan) is implemented as follows:
- Annually, in the first quarter, the Ministry of Industry and Trade informs organizations and individuals to submit proposals for projects on developing national standards in the industry and trade sector for the following year. The Ministry of Industry and Trade organizes a consulting council for selection and appoints units for implementation. The content of the national standards development projects is stipulated in Appendix I issued together with this Circular;
- Based on the council's consultation results; the overall plan, the five-year national standards development plan, the Department of Science and Technology aggregates the draft national technical standards development plan for the upcoming year and submits it to the Minister of Industry and Trade for approval. The tentative national technical standards development plan is sent to the Ministry of Science and Technology for review and consolidation before August 1 annually;
- Based on the approved national standards development plan by the Ministry of Science and Technology, the Department of Science and Technology reviews, finalizes, and submits the national technical standards development plan to the Minister of Industry and Trade for approval.
- The national technical standards development plan includes the following contents: the name of the national standard; the name of the drafting organization; the implementation time; the method of drafting (acceptance of international standards; new development; amendments and supplements); estimated budget and funding source. The national technical standards development plan is made according to the provisions in Appendix II issued together with this Circular.
Process of implementing the national technical standards development plan:
- Based on the approved national technical standards development plan, the Ministry of Industry and Trade assigns units to take the lead in implementation;
- The project implementation process for developing national standards is carried out according to current regulations on the process of implementing scientific and technological tasks of the Ministry of Industry and Trade; National Standard national technical standards development 1-1: 2008, Standards Development - Part 1: The procedure for developing national standards by the technical standards committee.
The national technical standards development plan is adjusted and supplemented according to the decision of the Minister of Industry and Trade. Based on the approved budget for national standards development activities annually by the Ministry of Industry and Trade; proposals from relevant parties, the Department of Science and Technology reviews, finalizes, and submits the adjustment and supplementation plan of the national technical standards development plan to the Minister of Industry and Trade for approval. The adjustment and supplementation of the national technical standards development plan must be carried out before August 1 of the plan year and sent to the Ministry of Science and Technology for consolidation and approval.
