On December 05, 2014, the Ministry of Education and Training issued Circular 40/2014/TT-BGDDT regarding the framework curriculum for intermediate professional education in the following sector groups: Agriculture; Forestry.

Circular 40/2014/TT-BGDDT stipulates that the framework program for the intermediate professional level in the field of Water Resources Management is designed to train technicians for managing and exploiting water works at an intermediate professional level; possessing fundamental knowledge and skills in managing and exploiting water works; upholding professional ethics and conscience, cooperation with colleagues, respect for the law and workplace regulations, and being healthy enough to work. Regarding professional competence, learners will have adequate knowledge and skills to seek employment and the ability to self-learn, self-research, absorb scientific and technical achievements, or further their studies at higher levels to meet the requirements of personal development, science and technology, and the socio-economic development needs. The training objectives after completing this program include:
1. Knowledge
- Present and explain the features, basic parameters, structure, and construction of the main parts of common hydraulic structures in the irrigation system.
- Outline the basic content and sequence of steps in planning, designing, and constructing small hydraulic works in the irrigation system.
- Describe specific technical measures in managing and exploiting water works to enhance water irrigation efficiency, drainage, land improvement, and achieve economic and environmental effectiveness.
- Explain the principles and describe the processes, standards for managing, operating, maintaining, and protecting medium and small water works in the irrigation system.
- Outline the management and business production organization at small production units such as water works management stations, construction teams, or other small units related to the management and exploitation of water works.
2. Skills
- Perform simple tasks in planning, designing, and constructing parts of medium and small hydraulic works in the irrigation system under the guidance and direction of civil engineers.
- Develop and coordinate short-term water usage plans for irrigation systems from primary channels downwards and participate in developing long-term water usage plans according to technical requirements and ensuring economic efficiency.
- Manage, operate, and exploit medium and small water works, and address technical issues in the system following procedures and standards.
- Have the capacity to organize production management at small production units such as a cluster of water works management stations, water usage organizations at the grassroots level, or other units involved in the management and exploitation of water works.
3. Attitude
Possess good moral character and proper professional awareness, cooperate with colleagues, respect the law and workplace regulations, be honest and disciplined, and be ready to undertake assigned tasks.
