Circular 40: Standards for Emulation Titles in the Industry and Trade Sector

Translation:

Standards for commendation titles in the Industry and Trade sector applicable to individuals and collectives within the sector are specifically defined in Article 10 of Circular 40/2019/TT-BCT as follows:

Firstly, the standards for awarding commendation titles to individuals are implemented according to Article 9 and Article 10 of Decree 91/2017/ND-CP.

Secondly, the standards for awarding commendation titles to collectives:

- The standards for awarding the Government Emulation Flag to collectives are implemented according to Article 11 of Decree 91/2017/ND-CP;

- The standards for awarding the Ministry of Industry and Trade Emulation Flag to collectives are implemented according to the provisions of Article 26 of Law on Emulation and Commendation 15/2003/QH11 dated November 26, 2003. Recognition of the most excellent collective for awarding the Ministry of Industry and Trade Emulation Flag must be conducted through evaluation, assessment, and comparison according to emulation blocks and clusters organized by the Ministry of Industry and Trade or in emulation movements organized by the Ministry of Industry and Trade lasting from 01 year or more;

- Collectives awarded the title of Excellent Labor Collective must meet the standards as stipulated in Clause 1, Article 27 of Law on Emulation and Commendation 15/2003/QH11 dated November 26, 2003;

- Collectives awarded the title of Advanced Labor Collective must meet the standards as stipulated in Clause 1, Article 28 of Law on Emulation and Commendation 15/2003/QH11 dated November 26, 2003;

- Newly established units must have been in operation for 01 year or more to be eligible for the titles of Advanced Labor Collective and Excellent Labor Collective.

Currently, the Industry and Trade sector has the following commendation titles:

-For individuals:

- National Emulation Soldier;- Ministry of Industry and Trade Emulation Soldier;- Basic Emulation Soldier;- Advanced Laborer.

-For collectives:

- Government Emulation Flag;- Ministry of Industry and Trade Emulation Flag;- Excellent Labor Collective;- Advanced Labor Collective.
