On December 18, 2014, the Ministry of Science and Technology issued Circular 40/2014/TT-BKHCN regulating the management of extraordinary scientific and technological tasks of significant importance in science and practice, and potential scientific and technological tasks funded by the National Science and Technology Development Fund in Vietnam.
Circular 40: Specific regulations on the assessment application for science and technology projects in Vietnam (illustrative picture)
Circular 40/2014/TT-BKHCN details the assessment application of the results of scientific and technological tasks funded by the National Science and Technology Development Fund in Vietnam, including:
1. Proposal to evaluate the project's results submitted by the host organization according to the form specified in the Appendix issued with this Circular (Form DXNT-11).
2. Products of the project include: General report on the implementation results of the project (Form DXNT-12) and the publications, scientific and technological products of the project in the agreed quantity and quality as stated in the contract.
3. Documents related to the project include:
- The contract along with the approved project description;
- General report on the implementation results of the project;
- Minutes of periodic evaluation of the project implementation; inspection minutes (if any);
- Documents related to the organization and implementation of the project (if any);
- Documents on the measurement, inspection, and evaluation results of the project's products carried out by authorized organizations (if any);
- Verification documents and related materials for the project's research results' publication, dissemination, reception, and use (if any);
- Design drawings (for products such as machines, equipment...), original investigation and survey data, project notebooks, or original data records (if any).
4. Quantity and submission deadline of the assessment application
- The assessment application includes 01 original dossier and 01 electronic version of the project's documents;
- Submission deadline: Within 30 days from the end date of the contract or the extended contract end date, the host organization and the project manager must submit the assessment application to the Fund;
- In case the project manager completes the research earlier than the contract deadline, the project manager and the host organization have the right to request the Fund to organize an early acceptance.
Note: In case the project cannot be completed within the contract deadline, at the latest 60 days before the contract end date, the host organization and the project manager must submit a written report explaining the reasons and proposing an extension for the project implementation to the Fund's Executive Agency along with the progress report up to the proposed extension request date. The extension period for an emergent project is no more than 06 months, and for a potential project, it is no more than 12 months.
Within 30 days, the Fund will consider and provide a written response regarding the acceptance or refusal of the project extension request.
