Circular 39: 03 groups of inland waterway vessels in Vietnam

This is a notable content specified in Circular No. 39/2019/TT-BGTVT of the Ministry of Transport of Vietnam prescribing responsibilities of owners, crew members, operators, holding of vessel crew member posts and minimum safe manning aboard inland waterway vessels.

According to Article 17 of the Circular No. 39/2019/TT-BGTVT of the Ministry of Transport of Vietnam, inland waterway vessels are divided into 03 groups, specifically as follows:

1. Group I

- Passenger carrying vessels, overnight tourist vessels, floating restaurants, floating hotels, hydrofoil vessels or high-speed vessels having the loading capacity of greater than 100 (one hundred) passengers.

- Ferries carrying more than 100 (one hundred) of passengers and more than 350 tons of freight.

- Cargo vessels of up to 1,000GT.

- Towing fleet of up to 1,500GT.

- Vessels that are not covered by regulations laid down in point a, b, c and d of this clause and are fitted with inboard main engines of greater than 1,000HP or outboard main engines of greater than 3,000HP.

2. Group II

- Passenger carrying vessels, overnight tourist vessels, floating restaurants, floating hotels, hydrofoil vessels or high-speed vessels carrying between more than 50 (fifty) passengers and 100 (one hundred) passengers.

- Ferries carrying between more than 50 (fifty) passengers and 100 (one hundred) passengers, and carrying between more than 250 and 350 tons of freight.

- Cargo vessels of between more than 500 GT to 1,000GT.

- Towing fleet of between more than 800GT and 1,500GT.

- Vessels that are not covered by regulations laid down in point a, b, c and d of this clause and are fitted with inboard main engines of between greater than 250HP and 1,000HP, or outboard main engines of between greater than 1,000HP and 3,000HP.

3. Group III

- Passenger carrying vessels, overnight tourist vessels, floating restaurants, floating hotels, hydrofoil vessels or high-speed vessels carrying between more than 12 (twelve) passengers and 50 (fifty) passengers.

- Ferries having up to 50 (fifty) of passengers and 250 tons of freight.

- Cargo vessels of between more than 15 GT and 500GT.

- Towing fleet of up to 800GT.

- Vessels that are not covered by regulations laid down in point a, b, c and d of this clause and are fitted with inboard main engines of between greater than 100HP and 250HP, or outboard main engines of up to 1,000HP.
