Circular 38/2019/TT-BLDTBXH: Regulations on guidelines for preventing school violence in Vietnam

According to Circular 38/2019/TT-BLDTBXH, guidance on school violence prevention in Vietnam is as follows:

1. Integrating political, ethical, and lifestyle education

Vocational education institutions organize the integration of the content of building a safe, healthy, friendly educational environment, prevention, and combat against school violence into political, ethical, and lifestyle education activities at the beginning and end of each academic term or other extracurricular educational activities.

Vocational education institutions are responsible for integrating and incorporating the education content on ensuring a safe, healthy, and friendly educational environment, and preventing and combating school violence into the curricula of elementary, intermediate, and college education with appropriate duration.

2. Preventing school violence

Educate and equip students, administrators, teachers, staff of vocational education institutions, and students' families with knowledge and skills to prevent and combat student abuse; to prevent and combat school violence online; and provide knowledge and self-defense skills for students.

Vocational education institutions regularly monitor, compile statistics, and analyze groups at risk of school violence. Establish a cooperation mechanism with relevant authorities and a process for handling situations of school violence.

Establish communication channels between vocational education institutions, students' families, and relevant organizations or individuals to promptly prevent and handle situations of school violence.

3. Support when there is a risk of school violence

Promptly identify students at risk of school violence through management measures, monitoring, and information channels.

Assess the level of risk, and the form of violence that might occur to have specific preventive and support measures for students.

Organize meetings, understanding, and warnings for students about the risk of potential school violence. Advise necessary measures so that students can prevent school violence.

Closely coordinate with students' families and relevant organizations and agencies in supporting students at risk of school violence.

4. Handling when school violence occurs

Take measures to promptly isolate and restrain the perpetrators of school violence to prevent them from causing further unwanted consequences.

Contact and report immediately to the competent authority to handle the incident according to regulations. In case the incident exceeds the capacity of the vocational education institution to handle, promptly notify the local government or relevant authority to coordinate handling according to the provisions of law in Vietnam.

Make a preliminary assessment of the victim's level of damage. Immediately take measures to assist and provide medical care for the victim. Monitor, assess, and take practical measures to ensure the victim's safety in the subsequent period.

Promptly notify the victim's family to coordinate handling.
