Circular 34: Amendment on the Duties of the Council for Recognizing Primary Level Graduates

This is the notable content stipulated in Circular 34/2018/TT-BLDTBXH amending and supplementing certain provisions of Circular 42/2015/TT-BLDTBXH dated October 20, 2015, regulating the training of elementary level.

Currently, the primary vocational training program is a system of knowledge, skills, autonomy, and responsibility capacity designed in sync with teaching methods, physical facility conditions, teaching, learning equipment, and learning outcome assessment to ensure that learners can accumulate the necessary knowledge, skills, autonomy, and responsibility to perform simple jobs of the profession.

Clause 8, Article 1 of Circular 34/2018/TT-BLDTBXH amends and supplements Article 26 of Circular 42/2015/TT-BLDTBXH which stipulates that the Council for the consideration of primary vocational graduation is established by the head of the primary vocational training institution (hereinafter referred to as the Council). The Council consists of 03 (three) or 05 (five) members, chaired by a leader of the primary vocational training institution, with the head of the department or the person in charge of training as the secretary; heads of units or personnel in charge of activities of the primary vocational training institution and the homeroom teacher as members.

The Council for the consideration of primary vocational graduation must perform the following tasks:

- Approve the list of learners who meet graduation criteria and those who do not meet graduation criteria;- Specifically classify graduation for learners who meet the graduation criteria;- Within 05 (five) working days from the end of the course, the Council shall complete the graduation consideration and submit a written proposal to the head of the primary vocational training institution for the recognition of graduation for learners.
