Recently, Circular 33/2013/TT-BGTVT was issued by the Minister of Transport, stipulating the duties, powers, and organization of the Inspectorate of the Vietnam Civil Aviation Authority.
The position and function of the Inspectorate of the Civil Aviation Authority are defined in Circular 33/2013/TT-BGTVT as follows:

- The Inspectorate of the Civil Aviation Authority is an agency of the Civil Aviation Authority of Vietnam, assisting the Director of the Civil Aviation Authority of Vietnam in performing specialized aviation inspection functions according to the provisions of Vietnamese law and international aviation treaties to which Vietnam is a party.
- The Inspectorate of the Civil Aviation Authority is under the direct leadership and direction of the Director and is also subject to the direction and guidance on inspection operations from the Inspectorate of the Ministry of Transport.- The Inspectorate of the Civil Aviation Authority has its international transaction name in English as the Civil Aviation Inspectorate, abbreviated as CAI.
- The Inspectorate of the Civil Aviation Authority has its own seal, can open accounts at the State Treasury; and is allowed to use the seal of the Civil Aviation Authority of Vietnam according to the regulations on the management and use of seals.- The Inspectorate of the Civil Aviation Authority is equipped with facilities, technical equipment, and means to support inspection activities and the imposition of administrative penalties.
