Circular 33: Handling acceptance results of ministerial-level science and technology tasks in Vietnam​ (Illustrative Image)

Article 21 Circular 33/2014/TT-BKHCN stipulates the handling of acceptance results at the ministerial level in Vietnam as follows:

- For scientific and technological tasks evaluated as "Pass" with required revisions and additions to the dossier, within 15 days from the date of the Council meeting, the project leader and the host organization are responsible for supplementing and completing the dossier of the scientific and technological task according to the Council's conclusion, obtaining the Council Chairman's opinion on the completion of the task dossier according to the form (PL5-BCHT), and submitting it to the Department of Planning - Synthesis. Scientific and technological tasks evaluated as "Pass" or higher will be accepted and the contract will be liquidated.

- The host organization and project leader of scientific and technological tasks shall carry out procedures to establish intellectual property rights to protect research results according to current regulations.

- For scientific and technological tasks evaluated as "Fail," the Department of Planning - Synthesis, based on the Council's advisory opinion regarding subjective and objective reasons, will cooperate with relevant units to determine the amount of funds to be refunded to the state budget according to current regulations, and submit to the Minister for decision on handling uncompleted scientific and technological tasks.

- Recognition of Results and Contract Liquidation

The dossier for the recognition of results includes: The ministerial-level acceptance report of the scientific and technological task; a copy of the registration certificate and storage of task results; a report on the completion of the Evaluation Dossier, acceptance, and financial settlement report of the host agency.

The Department of Planning - Synthesis submits to the Minister a decision on recognizing the results of the scientific and technological task according to the form (PL5-CNKQ).

- Contract Liquidation

The contract for the implementation of scientific and technological tasks is liquidated after the competent agency assigns a written recognition of the results; the certificate of registration, and storage of the scientific and technological task results.
