Recently, the Ministry of Science and Technology of Vietnam issued Circular 32/2014/TT-BKHCN regulating the management of the Program for the Development of the Science and Technology Market until 2020.
Circular 32: Project on establishing and developing activities of intermediate organizations in Vietnam (illustrative image)
Article 9 Circular 32/2014/TT-BKHCN stipulates the criteria, selection conditions, and support contents for the Project for the Establishment and Development of Activities of Intermediary Organizations in Vietnam as follows:
Selection Criteria and Conditions
- For already established organizations, there must be a Certificate of Registration for science and technology activities with intermediary function according to Circular 16/2014/TT-BKHCN.
- For projects establishing intermediary organizations, documents proving the ability to meet the conditions stipulated in Circular 16/2014/TT-BKHCN are required;
- Have a network of consulting experts and potential partnership relationships to effectively perform the functions and tasks of intermediary organizations;
- Have a business plan, access plan, and effective exploitation of technology supply sources and technology demand sources.
Support Contents
- Consulting, building, and appraising proposals for establishment, enhancing organizational capacity, and activities of intermediary organizations;
- Training skills for commercializing scientific research results and technology development, ordering and implementing technical support services, brokerage, consulting, evaluation, pricing, and technology inspection, as well as intellectual property assets;
- Training and fostering knowledge about the establishment, management, and operation of intermediary organizations; training specialized personnel for intermediary organizations;
- Activities falling under the functions of intermediary organizations of the science and technology market as stipulated in Circular 16/2014/TT-BKHCN.
