On September 04, 2020, the Ministry of Education and Training issued Circular 28/2020/TT-BGDDT promulgating the Charter for Primary Schools in Vietnam.
Circular 28: What tasks and power does the Principal of a primary school in Vietnam have? (Internet image)
The regulations issued with Circular 28/2020/TT-BGDDT clearly define the duties and powers of the principal of a primary school in Vietnam as follows:
- Formulate strategic and development plans for the school; develop and organize the implementation of teaching and educational plans; report and evaluate the results before the School Council and relevant authorities.
- Establish professional groups, office groups, and reward councils; disciplinary councils, advisory councils within the school; appoint group leaders and deputy leaders; assign teachers to be the Head of the Ho Chi Minh Young Pioneers Team.
- Perform management tasks for staff, teachers, and employees according to the law and the guidance of educational management agencies; create professional development plans for teachers and staff; encourage and facilitate teachers and staff to participate in educational innovation activities; evaluate and rank teachers and staff as per the Ministry of Education and Training of Vietnam's regulations; participate in the recruitment, transfer, and arrangement of teachers; organize the introduction of candidates for the appointment of vice-principal.
- Manage and admit students, allow student transfers; decide on student discipline and rewards; approve student assessment results, class progression, and retention lists; organize the assessment of completion of primary education for students in the school and for other subjects in the school’s jurisdiction.
- Implement the primary education curriculum as prescribed by the Ministry of Education and Training of Vietnam; select textbooks and local educational content as per decisions by the provincial People's Committee. Manage, use, and select reference publications used in the school according to the Ministry of Education and Training's regulations.
- Participate in professional group activities; self-study and self-improve to enhance professional skills and management capacity. Attend political, professional, and management training; teach according to the prescribed teaching hours for principals.
- Manage the administration; exercise autonomy in the use of financial resources and school property according to regulations.
- Implement grassroots democracy regulations; socialize education, coordinate, and mobilize social forces to participate in educational activities, promoting the school’s role within the community.
- Create a safe, healthy, and friendly school environment, and prevent school violence as prescribed by law.
- Enjoy teaching allowances and preferential policies according to regulations.
