According to Clause 1 of Circular 28/2013/TT-NHNN, when there is a demand for the examination of counterfeit or suspected counterfeit money, the organizations or individuals requiring the examination must prepare one set of documents and send it directly to the State Bank branch in the locality or the Transaction Office or the Issuance and Vault Department (in Hanoi), the Issuance and Vault Sub-department (in Ho Chi Minh City). The documents include:
- A written request for the examination of counterfeit or suspected counterfeit money (according to Appendix No. 4).- The counterfeit or suspected counterfeit money to be examined.

Examination Process:
- The State Bank branch, Transaction Office, Issuance and Vault Department, Issuance and Vault Sub-department (collectively referred to as the examining agencies) organize the examination and notify the results in writing to the requesting organizations or individuals. The examination is free of charge.- If it is not possible to conclude whether the money is genuine or counterfeit, within no later than 30 working days from the date of receipt of the counterfeit or suspected counterfeit money, the State Bank branch or Transaction Office shall issue a written request and transfer the counterfeit or suspected counterfeit money to the Issuance and Vault Department or the Issuance and Vault Sub-department for examination; simultaneously notifying the organization or individual.- The method of transporting the counterfeit or suspected counterfeit money for examination is decided by the Director of the State Bank branch or Transaction Office, ensuring safety and convenience.- No later than 5 working days from the date of receipt of the examination results, the State Bank branch or Transaction Office must inform the requesting organizations or individuals of the examination results in writing.
