Circular 28: Guidance on the Classification and Handling of Incidents in the National Power System

On September 15, 2014, the Minister of Industry and Trade agreed to issue Circular 28/2014/TT-BCT stipulating the process for handling incidents in the national power system.

To be specific, the delegation of authority for handling national power system incidents is guided by Circular 28/2014/TT-BCT as follows:

- The entity controlling the equipment is responsible for managing the incident on that equipment.- During incident handling, the controlling entity has the authority to modify the working policies of the equipment under their control before reporting to the higher-level controlling entity.- In urgent situations, such as fire or threats to human life and equipment safety at a power plant, power station, or control center, the operating staff at the power plant, power station, or control center may isolate the defective component according to the operating and incident handling procedures of the facility without the controlling entity's prior permission and are accountable for their actions. After handling the incident, the operating staff must immediately report to the controlling entity.

Note: The controlling entity is understood as the entity authorized to command and regulate the power system as per the hierarchy specified in the National Power System Dispatching Process Regulation issued by the Ministry of Industry and Trade.
