On August 26, 2014, the Ministry of Education and Training issued Circular 28/2014/TT-BGDDT regulating the training and issuance of certificates for refresher training in educational management in Vietnam.

Circular 28/2014/TT-BGDDT stipulates that the refresher training program is conducted according to the refresher training program for educational management officials issued by the Minister of Education and Training of Vietnam. The training duration is 360 periods. Based on the actual conditions of the educational institution assigned with the training task (hereinafter referred to as the training institution) and the needs of the learners, the training institution has the right to proactively choose one of the two forms:
1. Centralized training: learning is concentrated at the training institution for 8 weeks (315 periods); the remaining 4 weeks (45 periods) are for activities: field trips and writing essays at the local area; evaluation of the essays and course summation at the training institution.
2. Semi-centralized training (work-study): learners ensure full coverage of contents and actual learning periods as the centralized learning form, but the total training duration does not exceed 20 weeks.
Additionally, this Circular also stipulates the Examination and evaluation of training results as follows:
- At the end of each module of the refresher training program, learners must take a written test lasting a minimum of 60 minutes. The test is graded on a 10-point scale.
- Learners who attend at least 80% of the refresher training program duration as regulated for each module are eligible to participate in the end-of-module test. Learners with all end-of-module test scores of 5 points or more are eligible to write the final thesis.
- The final thesis must apply the knowledge learned to solve practical problems at the workplace (with comments from the learner's direct management agency). The final thesis is evaluated on a 10-point scale.
