The principles for handling incidents in the national power system are one of the important contents mentioned in Circular 28/2014/TT-BCT issued by the Minister of Industry and Trade, stipulating the procedures for handling incidents in the national power system.
According to the provisions of Article 11 of Circular 28/2014/TT-BCT, the handling of national power system incidents must ensure the following principles:
- Operating personnel are responsible for applying incident handling measures according to regulations to quickly eliminate incidents and prevent the spread of incidents.- Operating personnel are responsible for promptly restoring power supply to customers, especially important loads, and ensuring the quality of electricity in terms of frequency and voltage.- During the incident handling process, the national power system dispatching unit is permitted to operate the power system with frequencies and voltages different from the standard regulations in normal operation policies as specified in the Transmission Grid Code and Distribution Grid Code issued by the Ministry of Industry and Trade, but must quickly implement solutions to restore the power system to normal operating conditions, ensuring the stable operation of the power system.- Operating personnel must thoroughly understand the incident developments, the status of equipment that has been isolated during the incident, analyze incident phenomena, and predict recovery time.- Incident handling commands are transmitted verbally or by control signal.- Verbal incident handling commands are directly communicated from a higher-level Dispatcher to lower-level Operating personnel in compliance with the National Grid Dispatching Procedure issued by the Ministry of Industry and Trade. Incident handling commands must be accurate, concise, and clear. The higher-level Dispatcher issuing the command must take full responsibility for their command during the incident handling process.- ....
