Circular 28: 04 Requirements for Relays when Commissioning Equipment

This is a prominent content mentioned in Circular 28/2014/TT-BCT, issued and signed by the Minister of Industry and Trade, stipulating the process for handling incidents in the national power system.

When protective relays are put into operation, they must meet 04 basic requirements stipulated in Circular 28/2014/TT-BCT as follows:

- Electrical equipment and transmission lines are only energized when all protective relays against all types of faults are put into operation.- When protective relays are disabled from operation or a few types of protective relays are malfunctioning, the remaining protective relays must still ensure full protection against all types of faults and short-circuit clearance time for electrical equipment and transmission lines.- In the case of non-compliance with the requirements specified in Clause 2, Article 7 of Circular 28, the operator must implement one of the following solutions:

- Disconnect the electrical equipment or transmission lines and substations from operation;- Do not disconnect but must set temporary protection and be permitted by the authorized dispatching level.

- When the fast acting protection of the connecting element is taken out of operation, depending on the stability conditions, temporary fast acting protection or accelerated backup protection must be provided or adjustment of other protective relays must be made accordingly.
