Boarding students have the rights and obligations in Vietnam as stipulated in Circular 27/2011/TT-BGDDT regarding the Regulation on the work of resident students in educational institutions of the national education system in Vietnam issued on June 27, 2011.

To be specific, in Circular 27/2011/TT-BGDDT stipulates the rights and obligations of boarding students in Vietnam as follows:
- To be respected and treated equally; to reside and use the facilities in the dormitory according to the dormitory contract signed with the school (or the Head of the dormitory management board) to serve their study and living needs.
- To participate in cultural and spiritual activities organized by the school in the dormitory.
- To be ensured security, order, safety, and environmental hygiene in the dormitory.
- To make recommendations to the Head of the dormitory management board and the school on solutions to contribute to building a civilized, clean, and safe dormitory; to express wishes and complaints to the head of the dormitory management board of the school to resolve issues related to the legitimate rights and interests of students in the dormitory.
- To register temporary residence according to the current Residence Law. If absent from the dormitory for more than 1 day, they must report to the dormitory management board.
- To comply with the dormitory regulations on receiving guests in the room, self-study time, organizing cultural activities, not affecting the study and living of other students in the room and dormitory. To unite and implement a civilized and cultural lifestyle in the dormitory.
- To save electricity, water, prevent fire and explosion, and have a sense of preserving and protecting common property in the dormitory.
- To pay the full and timely dormitory fee as stipulated in the contract.
- If causing damage or loss of the dormitory property, they must compensate according to the regulations of the dormitory management board.
- To promptly report events occurring in the dormitory related to students violating rules and regulations and legitimate proposals and recommendations to the dormitory management board.
- To actively participate in cultural, art, sports, anti-drug, anti-crime activities, and other activities organized by the school or the dormitory management board; to actively participate in building a civilized, clean, and safe dormitory.
Particularly, boarding students must not commit the following acts:
- Alteration of rooms, changing or moving equipment in the room without permission; causing disorder, security breaches, environmental hygiene issues; writing, drawing, or covering to spoil the appearance of the room and common living areas of the dormitory.
- Transferring or subleasing the dormitory contract signed with the school or the dormitory management board.
- Bringing strangers into the dormitory room without the permission of the dormitory management board.
- Producing, storing, using, trading, transporting, distributing weapons, flammables, explosives, toxic chemicals, drugs, and drug products, reactionary materials, pornographic publications, and other prohibited documents according to the state's regulations; organizing or participating in gambling and prostitution in any form.
- Disseminating superstitious activities, religious activities, and other prohibited acts in the dormitory.
More details can be found in Circular 27/2011/TT-BGDDT, which comes into force in Vietnam from December 24, 2011.
