Circular 26: Guidelines and Technical Support Channels for the Educational Sector Database System

Currently, the sectoral database system for preschool education, general education, and continuing education is a specialized information technology system developed, managed, and uniformly utilized nationwide by the Ministry of Education and Training. This system has the basic functions of serving reporting tasks, collecting, aggregating digital data on preschool education, general education, and continuing education from local to central levels. The sectoral database system includes information technology infrastructure, management software, and the sectoral database on preschool education, general education, and continuing education, established, operated, and functioning on the Internet at csdl.moet.gov.vn.

As stipulated in Article 8 of Circular 26/2019/TT-BGDDT, the Ministry of Education and Training (Department of Information Technology) provides electronic documents guiding the use of the sectoral database system for preschool education, general education, and continuing education and related learning materials to meet users' training and usage needs at https://csdl.moet.gov.vn; technical support and usage guide via the email address csdl@moet.gov.vn.

The organization of usage guidance and technical support for using the sectoral database system in localities is implemented by the local authorities according to their conditions and needs. Furthermore, during usage, if any technical issues related to the sectoral database system are discovered, the Departments of Education and Training aggregate and report to the Ministry of Education and Training (via the Department of Information Technology) for promptly addressing.

This Circular clearly states that the sectoral database system is ensured to be safe according to the information safety regulations as per Decree 85/2016/ND-CP dated July 1, 2016, of the Government of Vietnam on ensuring information safety of information systems at the grade level and in accordance with the current relevant regulations.

Regarding the management and operation responsibilities of the sectoral database system as specified in Circular 26/2019/TT-BGDDT:

- The management and technical operation of the sectoral database system are the responsibility of the Ministry of Education and Training (Department of Information Technology).

- Data in the component databases within the sectoral database are managed by units under the Ministry of Education and Training.

- The Departments of Education and Training manage and are responsible for the accuracy, completeness, and promptness of data within the province/city in the sectoral database.

- The Divisions of Education and Training manage and are responsible for the accuracy, completeness, and promptness of data within the district in the sectoral database.

- The head of the educational institution is responsible for the accuracy, completeness, and promptness of their institution's data in the sectoral database.
