This is notable content stipulated in Circular 25/2019/TT-BCT of the Ministry of Industry and Trade amending and supplementing a number of articles of Circular 22/2016/TT-BCT dated October 3, 2016, of the Minister of Industry and Trade on the implementation of the Rules of Origin of Goods in the ASEAN Trade in Goods Agreement.
Clause 1 Article 1 Circular 25/2019/TT-BCT stipulates the Removal of Appendix IV - List of Information Technology Products (ITA) in Clause 4 Article 2 Circular 22/2016/TT-BCT and replaces it with the Appendix issued with this Circular.

List of Information Technology Products (ITA) is one of the contents to guide the implementation of Chapter 3 Rules of Origin and Procedures for Issuing and Inspecting C/O in the ATIGA Agreement. Additionally, other contents are regulated in the appendices issued with Circular 22/2016/TT-BCT and Circular 10/2019/TT-BCT:
- Issued with Circular 22/2016/TT-BCT: Rules of Origin (Appendix I); Principles and Guidelines for Calculating Regional Value Content (Appendix V); Guidelines on Partial Accumulation (Appendix VI); Issuing and Inspecting C/O (Appendix VII); Form D C/O Template (Appendix VIII); Guidelines for Declaring C/O (Appendix IX); List of C/O Issuing Organizations (Appendix X).
- Issued with Circular 10/2019/TT-BCT: Basic Transformation Criteria for Textile Products (Appendix II); Product-Specific Rules (Appendix I).
Additionally, this Circular also specifies the procedures for issuing and inspecting C/O within the ATIGA Agreement as regulated in Decree 31/2018/ND-CP dated March 8, 2018 of the Government of Vietnam detailing the Law on Foreign Trade Management regarding the origin of goods and Appendix VII issued with Circular 22/2016/TT-BCT.
