Circular 25: Guidelines for the Reception and Handling of Forest Fire Information

Recently, the Minister of Agriculture and Rural Development signed and promulgated Circular No. 25/2019/TT-BNNPTNT on regulations regarding forest fire prevention and fighting.

According to the provisions of Circular 25/2019/TT-BNNPTNT, when forest fire forecasts reach levels III, IV, V, the people's committees at all levels direct the forest ranger forces, specialized forest protection forces, and related functional forces to review and identify key areas with high risk of forest fires in the area, organize guard and patrol in the forests at high risk of forest fires. The Forest Protection Department directs regional Forest Ranger Sub-Departments to arrange forces, means, and equipment to support forest fire prevention and fighting on-site as requested by provincial Forest Ranger Sub-Departments, Forest Rangers of National Parks under the General Department of Forestry, or as required by competent authorities.

Personnel mobilized to guard forests at high risk of fire according to the above regulations have the following responsibilities:

- Monitor forest fire forecast level information, early fire detection points from satellite images on the Website, the electronic information portal of the Forest Protection Department to notify local forest rangers or specialized forest protection forces for inspection and verification;

- Receive information on forest fire prevention and fighting and forest fire report information from the public;

- When receiving forest fire reports, the recipient must inquire and record in the reception log the following information: Full name, address, phone number (if any) of the informant; location, time of fire occurrence; details about the fire such as: type of forest on fire, fire area, risk of fire spread, risk of impact on residential areas and other relevant information; simultaneously, immediately report the received information as per the provisions of Clause 1, Article 51 of Decree 156/2018/ND-CP dated November 16, 2018, of the Government of Vietnam detailing the implementation of several articles of the Law on Forestry.

The information processing of forest fire reports is carried out in accordance with the provisions of Clause 2, Article 51 of Decree 156/2018/ND-CP. Based on the actual situation of the locality, the provincial people's committee shall issue regulations on the reception and processing of forest fire information at each level suitable for each locality.
