Recently, the Governor of the State Bank of Vietnam signed and issued Circular 25/2013/TT-NHNN stipulating the collection and exchange of money that does not meet circulation standards.
According to the current legal regulations, money not meeting circulation standards includes banknotes (cotton and polymer money), and coins issued by the State Bank of Vietnam, which are in circulation but ripped, damaged, or deformed as per the standards specified for money not meeting circulation standards stipulated in Circular 25/2013/TT-NHNN. The State Bank of Vietnam publishes representative samples of money not meeting circulation standards as the basis for collection, exchange, selection, and classification of money.

The standards for money not meeting circulation standards are prescribed in Circular 25/2013/TT-NHNN as follows:
- Money ripped, damaged due to the circulation process (objective causes group):
- Banknotes being altered in color, faded patterns, text, numbers; wrinkled, frayed, smeared, dirty, old; ripped apart or reattached but still retaining the complete banknote;- Coins being worn out, rusty, partially or entirely damaged in terms of images, patterns, text, numbers, and the plating layer on the coin.
- Money ripped, damaged due to storage processes (subjective causes group):
- Banknotes with holes, partially ripped; reattached; burnt or deformed due to exposure to high temperatures; paper, color, security features altered due to chemicals (such as detergents, acids, corrosives...); written, drawn, erased; banknotes being decayed or deformed due to other reasons but not from intentional destruction;- Coins being bent, warped, altered in shape, and design due to the impact of external forces or high temperatures; corroded due to contact with chemicals.
- Money having technical errors due to printing or minting processes by the manufacturer, such as folded paper losing images or color, ink smears, and other errors during printing or minting.
