In Article 16 of Circular 24/2014/TT-BQP, the responsibilities and powers of the Hanoi Capital Command regarding education and fostering knowledge of national defense and security in the Vietnam People's Army are specified as follows:

1. Assist the People's Committee of Hanoi city in implementing state management of national defense and security education (GDQPAN) within Hanoi city.

2. Annually, develop a plan for fostering knowledge of national defense and security (BDKTQPAN) for the second group for the following year within Hanoi city, submit it to the Minister of Defense for approval in June; direct the Hanoi Capital Command military school to develop a fostering plan for each course, submit it to the Chairman of the Hanoi city GDQPAN Council for approval, and organize its implementation.

3. Annually, direct the Standing Committee of the Hanoi city GDQPAN Council to preside over and cooperate with the functional agencies of the ministries; central authorities located within Hanoi city, assisting the Commander of the Hanoi Capital Command in developing a BDKTQPAN plan for the second group for the following year for ministries and central authorities, submit it to the Minister of Defense for approval in June; cooperate with the Academy of Politics to develop a plan for each course, submit it to the Standing Chairman of the Central GDQPAN Council for approval, and organize its implementation.

4. Direct the GDQPAN councils at the district, commune, agency, and unit levels within the area to implement GDQPAN for students, BDKTQPAN for eligible groups according to their authority, and propagate and disseminate national defense and security knowledge to the general populace.

5. Direct its agencies and units to dispatch personnel to participate in GDQPAN, provide conditions related to weapons, military explosives, technical equipment, specialized teaching equipment, drill fields, training grounds, and shooting ranges for GDQPAN as requested by competent agencies and organizations.

6. Coordinate with relevant agencies and organizations to compile, revise programs, textbooks, instructional materials, and conduct scientific research on GDQPAN; promptly provide information to serve GDQPAN.
