Circular 23/2017/TT-BGDDT: Responsibilities of Candidates

Circular 23/2017/TT-BGDDT on the Regulations for Foreign Language Proficiency Assessment according to the 6-level Foreign Language Proficiency Framework for Vietnam was issued on September 29, 2017. Notably, this document stipulates the responsibilities of candidates participating in the foreign language proficiency assessment.

To be specific: according to the guidelines specified in the Regulations on Foreign Language Proficiency Evaluation based on the 6-level Foreign Language Proficiency Framework for Vietnam issued together with Circular 23/2017/TT-BGDDT, candidates taking the exam have the following responsibilities:

1. Be present at the testing location on the specified date and time to receive instructions and attend the exam. Candidates who arrive late after the start time will not be allowed to take the exam.

2. Present valid identification documents before entering the exam room.

3. Sit in the assigned seat according to the exam number indicated in the exam room; sign the list of candidates for each exam session and each skill.

4. Only bring identification documents into the exam room, and do not bring any other materials, devices, or tools, including wristwatches, into the exam room.

5. During the exam, no communication, discussion, or any fraudulent behavior is allowed; candidates must maintain order; when needing to ask questions or leave the exam room, candidates must raise their hand and only express their opinion or leave the room with the invigilator's permission; in the event of any unusual occurrences, follow the invigilator's instructions.

6. After 2/3 of the exam time for each skill, candidates can submit their exam early (except for listening skills) along with the exam paper and scratch paper and are only allowed to leave the exam room with the invigilator's consent.

7. For paper-based testing:

- Upon receiving the exam papers, candidates must check the number of pages in the exam paper, and record the exam number on the exam paper. If any pages are missing, torn, damaged, blurred, or incomplete, they must report this to the invigilator immediately;- Exam answers must only be written or filled in using the pens provided by the Examination Council; no marks or private signs are allowed in the exam papers; spoiled parts must be crossed out rather than erased or whitened by any means; incorrect parts (using pencil) on the answer sheet must be erased cleanly;- When the time signal ends, all candidates must stop writing immediately to submit their exam papers; clearly record the number of submitted sheets and sign the Exam Paper Receipt Form (even if no solutions were provided). Candidates can only leave the exam room with the invigilator's permission.

8. For computer-based testing:

- Thoroughly review the instructions for taking the computer-based exam on the website of the testing organization before registering for the test.- Receive computers and take the exam on the computer:- Receive the computer, familiarize yourself with it; receive the account slip and log in to take the exam on the computer;- Follow the instructions for each testing section or skill precisely;- If encountering any issues with the computer or abnormalities during the exam, candidates must inform the invigilator immediately;- Do not log out of the account, or restart the screen, computer, or network in any way during the exam;- When the end time signal is given, follow the subsequent steps under the invigilator’s guidance;- Before leaving the exam room, candidates must return the account slip, scratch paper, and sign the attendance form, and score list (if any).- Do not interact with any sealed areas on the computer until the end of the exam. Do not copy exam questions or papers in any form. Do not use any programs other than the language proficiency assessment software installed on the computer during the exam, even for drafting answers.
