This is the important content in Circular 214/2013/TT-BQP of the Ministry of National Defense guiding the search and gathering of martyr remains
Circular 214/2013/TT-BQP stipulates that units and localities, upon discovering or being provided information about areas containing multiple martyr remains (mass graves), must organize the verification of such information as a basis for confirmation. The verification steps are as follows:

- Collect information from the Liaison Committee of units, our Veterans as well as organizations and individuals from the opposing side (burial site of martyrs; list of martyrs; burial time; characteristics and location of burial);- Request the local Party Committee, authorities, and residents of the area where mass grave information is discovered, or related individuals to verify and provide relevant factors;- Report to the Department of Policies - Office of the National Steering Committee 1237 and units that participated in combat in the area where there is mass grave information, based on files, lists of martyrs, and diagrams of burial sites held by units to provide related information to the unit tasked with reburial;- The Department of Policies and General Department of Politics, based on the electronic files managing martyrs, provide the list of martyrs involved in the battle and other related information (if any); direct the organization of exhumation, reburial, and interment.
The National Steering Committee 1237 and its Office are understood as follows:
- The National Steering Committee for the search and reburial of martyrs' remains (abbreviated as National Steering Committee 1237) was established according to Decision 1753/QD-TTg of the Prime Minister of the Government of Vietnam regarding the establishment of the National Steering Committee for the search and reburial of martyrs' remains up to 2020 and subsequent years.- The Office of the National Steering Committee 1237 is the assisting body of the Steering Committee, operating under the Regulations issued according to Decision 249/QD-BCDQG 1237.
