Circular 20: 04 responsibility for the initial installation of ATM systems

On June 30, 2016, the State Bank of Vietnam issued Circular 20/2016/TT-NHNN amending and supplementing several Articles of Circular 36/2012/TT-NHNN stipulating the equipment, management, operation, and safety assurance of automated teller machines.

According to Circular 20/2016/TT-NHNN, when initially installing an ATM system (excluding mobile ATMs), the payment service provider is responsible for the following:

- Developing a plan for the installation, operation, maintenance, and monitoring of the ATM system, ensuring the availability of necessary infrastructure, backup systems, and management software that meet technical security requirements for banking card payment equipment as stipulated by the State Bank of Vietnam for smooth, stable, and safe operation of ATMs.

- Establishing internal regulations regarding information security policies, operational procedures, risk management, maintenance, control, and monitoring of ATM operations.

- Developing a plan and arranging a reasonable ATM network to adequately meet customers' cash withdrawal needs.

- Submitting the plan and related documents to the State Bank of Vietnam at least 15 working days before implementation.
