On October 23, 2014, the Ministry of Construction issued Circular 16/2014/TT-BXD guiding the implementation of Decision 48/2014/QD-TTg on the policy of supporting poor households in building houses to prevent and avoid storms and floods in the Central region.

Circular 16/2014/TT-BXD stipulates the organization of building storm and flood-resistant houses as follows:
- Households on the supporting list for building storm and flood-resistant houses must submit an application for support to build a house (according to the form in Appendix II attached to this Circular), propose a house model, and choose a method of house construction (self-construction or seeking assistance from organizations).- Households will self-organize the construction of storm and flood-resistant houses or carry out renovations and floor elevation for storm and flood-resistant rooms. For households in difficult circumstances (elderly, single, disabled) who are unable to self-construct houses, the People's Committee at the commune level will direct Ho Chi Minh Communist Youth Union and other local organizations to construct houses for these individuals.- Households must report to the commune-level People's Committee upon completing stages of work as per specifications or upon entire project completion to organize final inspection as a basis for promptly advancing and settling funds.- The commune-level People's Committee is responsible for monitoring, supervising, and assisting households during the construction of storm and flood-resistant houses or renovations, and floor elevations for storm and flood-resistant rooms; drafting stage confirmation records and completion records for putting works into use (according to the forms in Appendix III and Appendix IV attached to this Circular); mobilizing organizations such as the Fatherland Front, Women's Union, Farmers' Union, Veterans' Association, Ho Chi Minh Communist Youth Union to support poor households in constructing storm and flood-resistant houses; maximizing mobilization of resources from the community and households, and utilizing local materials like sand, stone, gravel, wood to reduce construction costs;- The commune-level People's Committee will direct and supervise households in using support funds, loans for house construction, ensuring the house is fully constructed and ready for use.
