Circular 16: New Guidance on Procedures for Commendation Review by the Ministry of Science and Technology

Recently, the Ministry of Science and Technology has issued Circular 16/2019/TT-BKHCN regulating the awarding of the Emulation Flag, Certificates of Merit from the Minister of Science and Technology, and the Commemorative Medal "For the cause of science and technology".

The procedures and steps for considering awards such as the Emulation Flag, the Certificate of Merit from the Minister of Science and Technology, and the Commemorative Medal "For the Cause of Science and Technology" are carried out according to the guidance in Article 13 of Circular 16/2019/TT-BKHCN as follows:

Step 1: The Department of Emulation and Commendation seeks the concurrence of related agencies for cases of commendation for organizations, foreign individuals; and the concurrence of units under the Ministry of Science and Technology for cases related to the field in charge and monitored.

Step 2: Based on the content of the award recommendation, the concurrence opinions, and the results of the dossier verification, the Department of Emulation and Commendation submits to the Minister of Science and Technology the decision to award the Emulation Flag of the Ministry of Science and Technology and the Certificate of Merit from the Minister of Science and Technology.

Based on the results of the verification of the dossier proposing the Commemorative Medal, the Department of Emulation and Commendation submits to the Minister of Science and Technology the decision to award the Commemorative Medal.

Additionally, the Department of Emulation and Commendation notifies the results of the commendation to the recommending agency or organization within 7 working days from the date the Minister of Science and Technology signs the Commendation Decision.

More details can be found in Circular 16/2019/TT-BKHCN which is effective from February 10, 2020, and replaces Circular 18/2015/TT-BKHCN.
