Recently, the Minister of Health of Vietnam issued Circular 16/2020/TT-BYT on standards and guidelines for awarding the Hai Thuong Lan Ong Award in the field of traditional medicine and pharmacy.
Circular 16/2020/TT-BYT: Ministry-level Council for awarding the Hai Thuong Lan Ong Award in Vietnam (Illustrative Image)
According to Circular 16/2020/TT-BYT, the Ministry-level Council for awarding the Hai Thuong Lan Ong Award in Vietnam is stipulated as follows:
- The Ministry-level Council consists of 11 to 13 members appointed by the Minister of Health.
- Council Composition:
+ Chairman of the Ministry-level Council: Leader of the Ministry of Health of Vietnam.
+ Vice Chairman of the Council: Director of the Department of Traditional Medicine and Pharmacy Management; Director of the Department of Communication and Emulation, Commendation.
+ Members of the Council: representatives of the leadership of the Department of Traditional Medicine and Pharmacy Management; Department of Communication and Emulation, Commendation; Department of Personnel Organization; Department of Legal Affairs; Department of Science and Technology and Training; Department of Drug Administration; Department of Medical Examination and Treatment Management; representatives of the Central Traditional Medicine Association, Central Acupuncture Association; Vietnam Health Trade Union and representatives of the leadership of relevant agencies and units, and several experts in the field of traditional medicine and pharmacy. The Department of Traditional Medicine and Pharmacy Management acts as the Standing Committee and Secretary of the Council.
- Duties of the Ministry-level Council:
+ The Ministry-level Council evaluates and assesses the dossiers of individuals forwarded from the grassroots councils within 30 days from the receipt of eligible dossiers.
+ Ensures the award selection principles in accordance with Article 3 of this Circular.
+ Organizes the award ceremony in a solemn and meaningful manner.
- Operational Principles of the Council:
+ The Council works on principles of transparency, democracy, and majority decision.
+ The grassroots council only considers cases proposed by the grassroots conference.
+ The Ministry-level Council only considers cases proposed by the grassroots council.
+ Council meetings are valid only when at least two-thirds of the Council members attend and vote. Absent Council members can submit their opinions via ballot, which will be included in the vote count results.
